    Maine had either the highest or second highest casualty rate per capita among Union states. The Booth Bay monument exemplifies just how bad it could be. The monument records that this small town sent 256 men off to fight in the Union army and navy. The dead are listed by name. My wife and I counted 56 dead listed on the monument which meant that 22% of those who served died in the war.
